Oh, that would be wonderful!! There is a way that you can drag elements onto your layout with PSP but you have to access the files by using the program browser palette. Click on the "File Cabinet" in your menu file and then use the drop-down menu bar to navigate to the file that contains the element that you want to add. Once that file is open in the palette you can click on the element and drag it into your layout. The previews in this palette are small and navigating through the files tends to be slow but that could just be my computer. I use the browser mostly when I'm working with an alpha; it is MUCH quicker than opening each file and copying and pasting.
